Taking advantage of the presence at the EOA Congress Vilnius, the presidents of the NOAs of France, Arnaud Richard, and Portugal, Tiago Viegas, signed a protocol establishing the partnership between the two entities with a view to marking, initially, the celebration of the Paris 2024 Olympics. The agreement came into force immediately, lasting for the entire school year of 2023-2024 and may be renewed for the following school years.

The activities to be developed together will take the form of conferences and joint research projects in the thematic domain of Olympism, the Olympic Movement and the Olympic Games.

The protocol establishes as its main objectives to create an active network of young people in France and Portugal, capable of spreading Olympic values; to cooperate in the organization of common Olympic education actions and dissemination of Olympic values; to exchange visits with a view to participating in demonstrations, meetings and exhibitions organized by the two entities or by each of them in France and Portugal; to edit, publish, distribute and exchange books, magazines, newsletters and other printed materials aimed at promoting the objectives and missions of the two academies.
